A new WRAL Documentary investigates a pattern of warning signs spanning two decades before the murder of beloved Raleigh teacher Zoe Welsh, examining repeated efforts to get murder suspect Ryan Camacho help and gaps in the systems that allowed him to remain free.
“Decades of Warning: Ryan Camacho and the Murder of Raleigh Teacher Zoe Welsh” traces Camacho’s lengthy criminal and mental health history, his repeated encounters with the justice system, and concerns from people who said they were afraid of him. The investigation examines how the criminal justice and mental health systems responded and where efforts to intervene fell short.

“What stood out was how many times people tried to get him help,” said Cristin Severance, WRAL Documentary Investigator. “There were people who said they were afraid of him, and there were repeated encounters with the justice system. We wanted to understand where things broke down — and whether the changes being made now address the gaps we found.”
The documentary also looks beyond Camacho’s history to examine changes made by state lawmakers and what mental health experts say still needs to be done.
