A former Aberdeen police lieutenant has been arrested after an investigation into allegations that she sexually assaulted a minor in 2004, before she was employed by the Aberdeen Police Department.
The North Carolina State Bureau of Investigation obtained arrest warrants for Leigh Ann Brooks on Sept. 9, charging her with 10 felony offenses.

Brooks was arrested by SBI agents and taken to the Hoke County Detention Center. She was brought before a Hoke County magistrate and ordered held without bond.
According to the Aberdeen Police Department, Brooks was placed on administrative leave Nov. 30, 2025, while the SBI conducted an independent investigation into the allegations.
The department said the alleged assault occurred in 2004, before Brooks was employed by Aberdeen police.
The SBI submitted its findings to the Moore County District Attorney’s Office for consideration of criminal charges.
The Aberdeen police chief said he was “heartbroken for the victim” and commended the courage demonstrated throughout the investigation.
“While Lieutenant Brooks was not employed by the Aberdeen Police Department at the time of the alleged incident, we remain committed to maintaining public trust, accountability, and transparency,” Chavis said.
The Aberdeen Police Department said Brooks was terminated following the criminal investigation.
The department also thanked the SBI and Moore County District Attorney’s Office for their work and cooperation throughout the investigation.
