A startling video of an arrest in Person County Monday night has some community members concerned.

The video captured by a bystander and posted on social media shows as Corey Outlaw is shocked in the back by a deputy with the Person County Sheriff's Office at the Brookwood Apartments in Roxboro.

Sheriff Jason Wilborn told WRAL News his employees followed protocol, adding the deputies' body-worn cameras prove it.

According to Wilborn, while the video of Outlaw's arrest circulating social media is only a few minutes long, body-worn camera footage shows a 40-minute interaction between him and law enforcement.

Around 6:15 p.m. on Monday, police were called to the Brookwood Apartments for reports of a man breaking windows. Deputies found Outlaw, who they said was clearly impaired.

Wilborn explains, after about 40 minutes of back-and-forth, Outlaw became more agitated, and a deputy performed a "dry stun" with a stun gun in Outlaw's back.

A video posted on Facebook shows Outlaw was shocked two more times.

When asked if what unfolded is in accordance with agency protocols, Wilborn responded, "Yes, very much so."

"They were able to get the subject in compliance and make the arrest for resist delay obstruct an officer, and also once they arrested him and handcuffed him, he was found to be in possession of brass knuckles," Wilborn said. 

After the incident, Outlaw was charged with resisting an officer. He was charged with carrying a concealed weapon because brass knuckles were found on Outlaw.

After Outlaw was on the ground, the video shows him being carried by law enforcement by his arm and leg. Wilborn said he was moved because he was in a dangerous spot.

"He was laying in the roadway in the entrance to this apartment complex that's heavily traveled," Wilborn said. "He was given several opportunities and several commands to sit up and stand up so they could walk him back."

Wilborn says he's not legally allowed to release the bodycamera footage to the public without a court order, but he wants to be as transparent about this case as possible.

According to an incident report, around 7:15 p.m., Outlaw was checked out by EMS at the scene and cleared.

WRAL News reached out to Outlaw, who said he is not ready to release a statement about the incident.
